Listed in settings/site.ini [RoleSettings] PolicyOmitList[]: no policy is checked, everyone may open it. The user needs this policy function:

• user/login

A policy on user/* (every function) also grants it; limitations of the policy (section, subtree, class ...) still apply where the view checks them.
