A view of the visual module, defined in kernel/visual/module.php and run by kernel/visual/menuconfig.php.

/visual/menuconfig/(siteaccess)/<SiteAccess>Unordered parameters, in any order as /(name)/value: (siteaccess) sets SiteAccess.
Who may open it
The view names no policy function, so the user needs a policy for the whole module: visual/* (every function of the module) in one of the roles assigned to them.
